Radu Dudău

Co-founder and director of EPG

He is Associate Professor of International Relations at Bucharest University. From 2006 to 2010 he was Deputy Director at the Romanian Diplomatic Institute (Ministry of Foreign Affairs). He graduated in Physics and Philosophy from the University of Iași. He holds a Dr. Phil. degree in Philosophy (magna cum laude) from Konstanz University (Germany) and a PhD in Political Science (International Relations) (summa cum laude) from the National School of Political and Administrative Studies (SNSPA, Bucharest). He was a Fulbright Fellow with the National Security Program at Harvard Kennedy School of Government (2011), a New Europe College Fellow at the Danish Institute of International Relations (Copenhagen, 2006) and an OSI/FCO-Chevening scholar at Oxford University (1999-2000). His main expertise focus is energy security and natural resource geopolitics.

Popescu Elena

PhD Power Engineering

Mrs. Elena Popescu, PhD Power Engineering, graduated from Polytechnic University of Bucharest, Energy Faculty, she holds a PhD on energy policies and optimal energy mix and a Master of Science on management and ecology of engineering systems.
Between 2007 – 2012, she acted as counselor at the Permanent Representation of Romania to the European Union, in Brussels, responsible for international energy and nuclear affairs, representing Romania in the related Working Groups at European Council and European Commission.
Since September 2013, Mrs. Elena Popescu is the General Director for Energy Policies Department, Ministry of Energy of Romania. With extensive experience in the energy industry, energy administration and European and international affairs in energy field, Mrs. Popescu coordinates activities related to the development, implementation of an integrated policy and regulatory framework for the Energy sector in Romania as well as activities related to climate change and environmental issues on generation, distribution and use of energy and investments needed in the field of energy. She also coordinates the technical view for the Romanian position on energy field for the European Council and in relation with EU institutions.

Moia Mihai

Executive Director of the Association for Promoting Energy Efficiency in Buildings

Mihai Moia is Executive Director of the Association for Promoting Energy Efficiency in Buildings – ROENEF in Romania, since 2018. Previously, Mr. Moia has been Secretary of State and President of the Environmental Fund Administration and Adviser in the General Secretariat of the Government within the Romanian Government. From 2011 until 2016, Mr. Moia hold a management position in the United Nations Development Programme in Romania, coordinating the Energy Efficiency portfolio and implementing energy efficiency projects at national level.

Mihai Moia este Director Executiv al Asociatiei pentru Promovarea Eficientei Energetice în Cladiri – ROENEF în Romania, din anul 2018. Anterior, dl. Moia a fost Secretar de Stat şi Preşedinte al Administraţiei Fondului pentru Mediu şi Consilier în cadrul Secretariatului General al Guvernului. Intre 2011-2016, dl. Moia a deţinut o poziţie de management în cadrul Programului Natiunilor Unite pentru Dezvoltare in România, coordonând portofoliul Eficienţă Energetică şi implementând proiecte de eficienţă energetică la nivel national.

Chisăliță Dumitru

Dumitru Chisăliță a absolvit în anul 1995 Colegiul Exploatarea şi Valorificarea Gazelor Naturale din cadrul Universitatii “Lucian Blaga” Sibiu, in anul 2000 a absolvit Facultatea de Inginerie Sibiu, secţia Inginerie Economică, iar in iunie 2003 a susţinut Teza de doctorat cu tema „Considerente tehnice, economice si comerciale ale transportului gazelor naturale”.
Incepand cu anul 2000 pana in anul 2010 a activat la SNTGN TRANSGAZ SA unde a desfasurat urmatoarele activitati de inginerie si activitati cu caracter comercial si ulterior la SNGN ROMGAZ SA unde a desfasurat activitati specifice detinand functii de la Director de Vanzari gaze, directror General pana la Presedinte al Consiliului de Administratie al ROMGAZ.
A activat in diverse firme din domeniul eficienteie energetice inca din anul 2006 cand a fost autorizat ca auditor energetic pentru industrie, in anul 2008 a fost autorizat ca Manager Energetic pentru industrie, in anul 2009 a fost autorizat ca si auditor energetic pentru cladiri, iar in anul 2015 a fost prima persoana din Romania autorizata ca Manager Energetic pentru Localitati. A realizat peste 300 de audituri energetice pentru industrie, peste 2000 de audituri energetice pentru cladiri si numeroase Planuri de Management Energetic pentru Localitati.
In anul 2008 a sustinut la Facultatea de Electrotehnica din Tg Mures, la plata cu ora, cursul Resurse regenerabile de energie. In urma concursului de titularizare, incepand cu anul 2008 ocup postul de sef de lucrari in cadrul Facultatii de Constructii Brasov, Catedra Instalatii.
Am colaborat in calitate de redactor sau editorialist la mai multe publicatii de specialitate si totodată am desfăşurat o activitate de sinteza şi documentare concretizată în: 36 de carti si 494 de articole.

Chilea Iuliana

Este absolventă a Facultății de Drept din cadrul Universității București cu studii postuniversitare în drept comunitar european.
Este implicată activ în activitatea de standardizare de peste 15 ani. Din anul 2003 s-a ocupat de aspectele legate de proprietatea intelectuală ale activității de standardizare. A obținut specializări în dreptul de autor și în dreptul mărcilor, iar pentru o perioada de aproape 5 ani a practicat profesia de consilier în proprietate industrială.
În perioada 2010 – 2017 a îndeplinit funcția de director al Direcției de Standardizare, iar din anul 2017 ocupă poziția de Director General al ASRO din dorința de a moderniza organismul de standardizare din România și de a-l face vizibil și influent atât la nivel național, cât și la nivel european.
De-a lungul celor aproape 10 ani de participare activă în structurile tehnice dar și de conducere ale CEN și CENELEC, a fost nominalizată să conducă diverse grupuri de lucru și a reușit includerea ASRO în proiecte importante. În acest moment, se poate spune că ASRO este cel mai influent organism național de standardizare din sud-estul Europei.
De asemenea, din iunie 2019, a fost aleasă membru în Consiliul de Administrație al CENELEC unde va încerca să apere interesul național în cadrul comunității europene de standardizare și, prin implicare și acțiuni concrete să contribuie la creșterea influenței și poziționarea favorabilă a Organismului Național de Standardizare, ASRO, în cadrul acestor structuri.

Danciu Șerban

Serban Danciu is heading up BPIE’s Country Initiative in Romania. He is an engineer who graduated from the Power Engineering Faculty at the Polytechnic University in Bucharest. Serban has a deep understanding of the Romanian market as he held management positions in private companies listed on the stock market.
As a member of several industry associations, Serban actively participated to the elaboration of legislative projects for the industrial sector. Due to his responsibilities in the Romanian industry, Serban is very familiar with decision making processes and stakeholder dynamics on national and local level.
The BPIE country initiative in Romania, active since 2011, has the mission to support an ambitious implementation of EU energy policies for buildings to contribute to well-developed buildings’ energy efficiency and renewable energy markets.
In order to do so, BPIE established over the years a strategic collaboration with Romania’s national authorities and, together with all important private stakeholders, contributed to a successful implementation of the EU legislation for buildings and helped them to address the key barrier to building renovation in Romania: financing.
BPIE among other activities developed in Romania also, actively supports Romanian authorities in filling data gaps to allow for the development of efficient renovation roadmaps. After a consultation process, BPIE designed a “shadow renovation strategy” for Romania which was largely taken on by the national government and adopted as the official submission to the European Commission in 2014 as required by the Energy Efficiency Directive (EED, Article 4). The second version of the renovation strategy was submitted early 2018 and it builds on the first version and on BPIE analysis.

Mogoi Oana

Oana Mogoi este absolventă a Academiei de Studii Economice din București, Facultatea de Finanțe, Asigurări și Burse de Valori. Are 16 ani de experiență în sistemul financiar bancar, ultimi ani fiind în sectorul de energie, respectiv 7 ani la BCR Structured Finance – Sectorul de Energie. Din ianuarie 2018 lucrează la ING, tot în Sectorul de Energie, dar în zona de Client Coverage.

Tudor Prisecaru

Prof. Dr. Eng. Tudor Prisecaru, born 1957 in Bucharest, Romania, graduated from University POLITEHNICA of Bucharest, Faculty of Mechanical Engineering and Mechatronics, specialization Classic and Nuclear Thermomechanical Equipment, in 1982. He obtained the title of Doctor in Engineering sciences in 1991. He is currently President of the National Authority for Scientific Research and Innovation, since January 2015, and Invited Professor at Ecole de Mines de Nantes, France since 2008. Starting in 1984 he has worked at University POLITEHNICA of Bucharest, Faculty of Mechanical Engineering and Mechatronics, Classic and Nuclear Thermomechanical Equipment Department, where he is Professor since 2001. Between March 2012 and May 2012 he was Vice-Rector at UPB (voluntary interruption of activity for a limited period of time). He also served as Secretary of State at the Ministry of National Education, January 2013 – January 2015.
His main research interests include: the study of the combustion processes, risk and air pollution phenomena, efficiency improvement of combustion technologies. He participated in the elaboration of more than 40 research development and innovation projects, in the mentioned areas, and has been project director for 16 research projects. From 2001 to May 2012 he held the position of Director at the Thermal Research Center.

Apostol Mădălin

Manager în cadrul Departamentului Reglementare și Afaceri Publice Corporative al OMV Petrom

Mădălin Apostol este Manager în cadrul Departamentului Reglementare și Afaceri Publice Corporative al OMV Petrom încă din anul 2013. De asemenea, din anul 2016 ocupă funcția de Vicepreședinte al Asociației Române pentru Promovarea Eficienței Energetice (ARPEE). De-a lungul acestei experiențe, dl. Apostol a condus și coordonat diferite activități ce au contribuit la definirea direcțiilor strategice de dezvoltare și implementare a proiectelor din domeniul eficienței energetice.

Denisa Diaconu

Analyst at Energy Policy Group

Denisa Diaconu is an analyst at Energy Policy Group, an independent think-tank specialized on energy policy. Currently she is doing an MBA in energy at the Academy of Economic Studies in Bucharest,Romania. She already holds a Master Degree in Political Theory and Policy Analysis (2017) and a Bachelor Degree in Political Sciences (2015), both from the National University of Political Studies and Public Administration.
In 2017 she spent a term at Karlova University in Prague studying at the Public and Social Policy Department. Previously to EPG, Denisa worked in several research projects for Median Research Center, Innovation Research Foundation, and Research Institute for the Quality of Life. At the moment, her main interests span from energy transition and integration of renewable energy to ways of decarbonizing the energy sector and circular
economy.
