Energy Policy Group (EPG), an independent think tank specializing in energy and climate policy, is pleased to invite you to the fifth edition of international conference Romania Eficienta Forum, which will take place in Bucharest on April 16.

This year’s Forum focuses on the newest revision of the Energy Performance of Buildings Directive (EPBD), as part of the ‘Fit for 55’ package, which stands out as one of the most ambitious and pivotal efforts to date in achieving the EU targets of attaining climate neutrality. The EPBD recast introduces new decarbonization instruments and strengthens existing ones: a common definition of zero-emission buildings (ZEB), tools and measures to develop and scale up renovations, and a cap on carbon embedded in construction materials.

The Forum will bring together experts, EU and national public authorities, and industry professionals to discuss the opportunities and tackle the challenges of EPBD recast for Romania and for the region.

The conference is organized by EPG within the România Eficientă Program, a privately endowed multiannual project that promotes energy efficiency in buildings through public information campaigns, educational programs, as well as renovation works on various public schools across the country.

Panel 1: Zero Emissions Buildings (ZEB)

The development of a definition in the EU policy framework for zero emissions buildings (ZEB) serves as a common reference for standardization in new builds and renovations in the EU Member States. The panel focuses on the importance of establishing robust and coherent country regulations around the ZEB concept, and harmonized regulations across the EU.

Panel 2: Country and EU level renovation challenges

Renovation rates in Romania are low and barely sufficient to meet the country’s and the EU’s energy savings and emission reduction targets in buildings. The panel will explore options and strategies to strengthen the renovation sector through the operationalization of the EPBD recast, while ensuring that new measures are sidestepping potential and past pitfalls.

Panel 3: Embedded Carbon Emissions

Embedded carbon can account for more than 50% of a building’s GHG over its lifetime. The introduction of life cycle assessment (LCA) and a Global Warming Potential (GWA) indicator offers a new tool to accelerate the decarbonization of building materials industry. The panel will focus on the existing implementations of embedded carbon legislation in several European countries, addressing country-specific challenges and barriers, and providing recommendations for adoption in the national legislation.
