Energy Policy Group (EPG), an independent think tank specializing in energy and climate policy, is pleased to invite you to the sixth edition of the international conference Romania Eficienta Forum, which will take place in Bucharest on May 26.

As EU Member States advance the transposition of the latest revisions of EU directives on buildings, the role of building decarbonisation policies in delivering climate and socio-economic benefits alike is becoming ever-more important. However, reaping these benefits is not always straightforward in Central and Eastern Europe (CEE).

Refurbishing an aging building stock does not always deliver expected climate benefits, because of significant underperformance issues in renovations.

Socio-economic benefits may be slow to materialize due to an absent coherence between building decarbonisation and other policies, particularly housing and social policy. Thus, the Member States must have a holistic approach and target investment in their building stocks based on energy efficiency returns and cost-effectiveness, as well as social equity.

The 2025 Efficient Romania Forum sits at the nexus of climate, economic, and social performance of buildings. It explores how national and EU policy frameworks shape the built environment and tackle socio-economic inequalities. The Forum’s ambition is to drive a conversation around the policy instruments, strategic priorities and regulatory mechanisms that can drive increased ambition and impact for a highly energy efficient, low-carbon, and socially fair built environment.

The conference is organized by EPG within the România Eficientă Program, a privately endowed multiannual project that promotes energy efficiency in buildings through public information campaigns, educational programs, as well as renovation works on various public schools across the country.

Panel 1: Building Decarbonisation Policies and Instruments for Energy-Poor Households

  • This panel explores policy mechanisms to integrate socio-economic criteria into energy renovation strategies, ensuring equitable decarbonisation for energy-poor households. Experts will examine how deep energy retrofits can reduce subsidy dependency and drive long-term economic benefits. The discussion will also address data gaps in energy performance and household vulnerability, assessing how cross-referencing EPC ratings with socio-economic indicators can enhance targeted renovation strategies. Finally, panelists will critically evaluate whether EPC ratings alone are sufficient for prioritizing renovations or risk overlooking key factors in addressing energy poverty.

Panel 2: Strategies for delivering high performing renovations for public buildings

  • The panel explores strategies for ensuring high-performing renovations in public buildings by addressing performance gaps linked to occupant behavior, financial risks, and investment barriers. Panelists will discuss how behavioral dynamics can be integrated into energy efficiency assessments, the design of financial instruments that complement renovation frameworks, and methodologies to evaluate financial risks. Additionally, the discussion will clue in de-risking initiatives from other sectors and regions that could be adapted to energy renovations in CEE.

  • The transition to Zero Emission Buildings (ZEB) hinges on the integration of micro-renewable energy systems and grid-readiness strategies. This panel will examine key challenges of embedding decentralised energy solutions within existing grids and explore how regulatory, technical, and infrastructural advancements can enhance system resilience. Panelists will also discuss pathways to implement and scale up ZEB principles at the neighbourhood level through renewable generation, energy sharing, and smart grid integration and explore the role of public buildings in supporting energy poor households.
