2030 OUTLOOK:
Pathways to building
decarbonisation
and affordability
Two years after the adoption of the recast Energy Performance of Buildings Directive (EPBD) in 2024, Member States are still grappling with the challenge of translating the Directive’s ambitions into effective national policies. Progress on the transposition has been uneven. Only a limited number of countries have submitted draft National Building Renovation Plans (NBRPs) to the European Commission, and even where drafts exist, concerns remain about the feasibility of meeting the Directive’s ambitious targets for 2030.
Scaling up renovations, ensuring coherence and alignment between sectoral decarbonisation plans, industry and energy system in particular, while ensuring a steady funding pipeline to supply the roll-out of affordable and efficient buildings, are a few key challenges that must be tackled in order to meet the 2030 targets and ready the sector for climate neutrality by 2050.
Against this backdrop, the 7th edition of the Romania Eficientă Forum will focus on the critical juncture between the EU’s ambitions for building decarbonisation and the national transposition. The conference will examine how Member States are transposing EPBD requirements into national legislation, translating EU targets into NBRP, and preparing the practical measures needed to meet the 2030 renovation, energy-reduction and zero-emission building targets.
The discussion will also explore how governments can reconcile ambitious energy-efficiency requirements with broader societal priorities, including housing affordability, energy poverty, and assess the role of the highly debated emissions trading system for buildings, road transport and other small sectors (ETS2) in supporting a fair transition in the building sector.
